
Brady Bill II will be brought up as one of the first priorities of the next
Congressional session in January 1997.  Brady Bill II is the "line drawn in
the sand."  

Following is the text of a brochure currently being distributed by the
Missouri 51st Militia regarding Brady Bill II.  It is much more effective as
a tri-fold with the graphics, etc.

	Anyone who owns more than 1000 rounds of ammunition, or more than 20
firearms must SURRENDER them, or pay $300 for a federal arsenal license.

 	The federal arsenal license allows Bureau of Alcohol, Tobacco and Firearms
agents to inspect your home unannounced at least three times a year.

 	A 30% tax will be imposed on handguns, and a 50% tax on ammunition.

 	Gun shows will be prohibited, because a dealer will not be permitted to
sell from anywhere other than his licensed premises.

 	Handguns that use .22 short, .25 and .32 caliber ammunition will be banned.

 	The cost to renew a Federal Firearms License will increase from $30 per
year to $1000 per year.

 	Magazines capable of holding more than six rounds will  be prohibited.






   "The general rule is that an unconstitutional statute, though having the
form and name of law, is in reality no law, but is wholly void and
ineffective for any purpose, since unconstitutionality dates from the time
of its enactment, and not merely from the date of the decision so branding it.

     "An unconstitutional law, in legal contemplation, is as inoperative as
if it had never been passed . . . Since an unconstitutional law is void, the
general principles follow that it imposes no duties, confers no rights,
creates no office, bestows no power or authority on anyone, affords no
protection, and justifies no acts performed under it . . .

     "A void act cannot be legally consistent with a valid one.  An
unconstitutional law cannot operate to supersede any existing valid law.
Indeed, insofar as a statute runs counter to the fundamental law of the
land, it is superseded thereby.

     "No one is bound to obey an unconstitutional law, and no courts are
bound to enforce it."

I would like to register my strong personal objections to any further
infringement on the Second Amendment, including the bill known as Brady II.

According to 16 American Jurisprudence, 2nd Edition, an unconstitutional law
is in reality no law at all, and no one is bound to obey it.  Brady II is,
in my opinion, unconstitutional.

The right of the individual to keep and bear arms is vital to the security
and future of the United States.  

Please vote against any expansion of the Brady law, and any other gun
control measures.
